Stormwater infrastructure emerging as one of Whatcom County’s biggest opportunities
Projects focused on drainage improvements, stormwater treatment, phosphorus reduction, and watershed protection are creating new opportunities as aging systems face increased development, changing weather, and stricter environmental rules.
While roads and bridges often receive the most public attention, stormwater infrastructure is becoming one of the most important investment areas throughout Whatcom County.
Communities across Washington are receiving increased attention and funding for projects that improve water quality, reduce flooding, protect public infrastructure, and strengthen environmental resilience. Whatcom County is no exception. From Bellingham’s urban stormwater system to rural drainage districts near Lynden and Sumas, the county is being asked to manage increased development, changing weather patterns, and stricter environmental requirements.
Stormwater is the rain and snowmelt that runs off roads, rooftops, parking lots, and fields. In urban areas, it picks up oil, sediment, fertilizer, and other pollutants before flowing into streams, lakes, and Puget Sound. In agricultural areas, excess runoff can carry nutrients and bacteria into waterways, affecting shellfish beds, salmon habitat, and drinking-water supplies.
Whatcom County’s geography makes stormwater management especially urgent. The county sits at the edge of Puget Sound, includes the Nooksack River watershed, and drains toward sensitive marine ecosystems in Drayton Harbor and Bellingham Bay. Many of the county’s stormwater systems were built decades ago, when regulations were weaker and development patterns were different.
Today, the county is pursuing a mix of gray and green infrastructure. Traditional projects include pipe replacements, detention ponds, and pump-station upgrades. Green infrastructure includes rain gardens, bioswales, permeable pavement, and restored wetlands that absorb and filter runoff before it reaches streams.
Funding is coming from several sources. The state has expanded grants for pollution-reduction projects, and federal infrastructure bills have made money available for water-quality improvements. Local jurisdictions are also raising utility rates and development-impact fees to pay for maintenance and expansion.
The economic opportunity is significant. Engineering firms, contractors, and landscape specialists are seeing increased demand for stormwater design and construction. Environmental consultants are helping cities meet permit requirements. And landowners are finding that well-designed stormwater systems can reduce flooding, improve property values, and restore habitat.
At the same time, the regulatory landscape is tightening. Washington’s municipal stormwater permits are requiring more aggressive action to reduce pollutants such as phosphorus, which contributes to harmful algae blooms and low-oxygen conditions in water bodies. The county’s waters are also subject to tribal treaty protections and endangered-species recovery plans.
Public engagement has been a recurring theme. Residents want cleaner water and less flooding, but they also question the cost of rate increases and the disruption of construction projects. Finding the right balance between investment, regulation, and community acceptance is a central challenge for county and city leaders.
As cities and counties look toward future infrastructure needs, stormwater systems will likely become a larger part of public works planning and infrastructure funding discussions. For communities seeking to improve resilience while protecting water resources, stormwater infrastructure may become one of the most important investments of the next decade.
